This is an impressive book that integrates historical, political, legal, and economic approaches to the study of federalism and intergovernmental relations. Walker's second edition is timely because much has happened in federalism and intergovernmental relations since 1994. As Walker rightly suggests, devolutionary rhetoric has been more noteworthy than devolutionary activity. Still, it is clear that the states have won some important victories in recent years in Congress, in the White House, and in the Supreme Court.
